Steps
Fully power off your device.
Open the device's back cover with a screwdriver. You should be able to see the motherboard and the battery.
Disconnect the battery from the motherboard and place it outside. Make sure the cable is fully disconnected.
Depends on your device model, there might be a write protection screw or not. If your device is released (not purchased) before 2017, then it is very likely to have a write protection screw. Try locating the write protection screw on the motherboard, there is usually a 'WP' label next to it. Remove the write protection screw if it is present.
Hold the power button for more than 60 seconds.
Connect your device to an external power supply without installing the battery, then press the power button again.
The system should fail to boot up. Press the power and refresh keys at the same time then release it. Repeat this for 5 times.
Disconnect the external power supply and connect the battery. Ensure it is fully connected to the motherboard.
Close the back cover with screws. (screws for holding the back cover, not the write protection screw)
Press power, refresh and esc keys at the same time to boot the device into recovery mode.
Press ctrl D then enter to enable developer mode. Admin lock should be disabled at this point.
